Florida sports betting: how the Seminole compact made one state different

The short answer

Florida's legal sports betting runs entirely through the Seminole Tribe under its 2021 compact with the state: bets placed anywhere in Florida are legally placed on tribal servers, and the tribe operates the market through Hard Rock Bet — no commercial licenses exist. A federal court upheld the arrangement in June 2023, and the Supreme Court declined to take the challenge in March 2024, leaving the single-operator tribal model in place.

The compact's design

The 2021 Seminole-Florida compact took the 'hub-and-spoke' approach: servers on Seminole land would be the legal location of every online bet statewide, routing Florida's sports wagering through tribal sovereignty rather than a commercial licensing system. In exchange for exclusivity — including statewide online sports betting and expanded casino games — the tribe agreed to revenue-share payments worth billions over the compact's 30-year term. The Interior Department let the compact take effect in August 2021 by neither approving nor rejecting it within the review window, as the Federal Register notice recorded.

The court fight that nearly killed it

  • November 2021: parimutuel operator West Flagler Associates sued; a federal district court vacated the compact, finding it could not authorize betting off tribal lands — Hard Rock Bet shut down after weeks of operation.
  • June 2023: the D.C. Circuit reversed, holding that an IGRA compact may discuss off-reservation activity without independently authorizing it — the compact survived.
  • March 2024: the Supreme Court declined to hear the appeal; the compact's legal foundation held.
  • Late 2023 onward: Hard Rock Bet relaunched and has operated since as Florida's sole licensed online sportsbook.
